Recently, the official website of the National Energy Administration announced that in order to effectively supervise power safety and effectively prevent power production accidents, the National Energy Administration organized relevant units and experts in the power industry to summarize the successful experience in preventing power production accidents from 2014 to the present. Based on the lessons learned from the accident, combined with the promulgated standards and norms, the revision work was carried out on the Twenty-Five Key Requirements for Preventing Electric Power Production Accidents, and a draft was formed.
The content of the "Draft for Comments" on the prevention of fire accidents in electrochemical energy storage power plants has particularly attracted market attention. The document proposes that ternary lithium batteries and sodium-sulfur batteries should not be used in medium and large-scale electrochemical energy storage power stations, and cascade utilization power batteries should not be used.
The above-mentioned "Draft for Comments" puts forward detailed requirements in many aspects to prevent fire accidents in electrochemical energy storage power plants.
The "Draft for Comments" pointed out that the site of electrochemical energy storage power station should not be adjacent to or set up in places where flammable and explosive dangerous goods are produced, stored, and operated, and should not be set up in places with dust and corrosive gases, and should not be set up in places with dust and corrosive gases. Set up in the protection zone of important power facilities.
The "Draft for Comments" especially emphasizes that ternary lithium batteries and sodium-sulfur batteries should not be used in medium and large electrochemical energy storage power stations, and power batteries should not be used in cascade; assess safety.
Judging from the current development of domestic energy storage, the use of ternary lithium batteries is relatively rare; and sodium-sulfur batteries are also the main technology promoted by foreign manufacturers, and there are not many domestic applications. Therefore, the relevant provisions of the "Draft for Comments" on this article, from the current point of view, have a relatively limited temporary impact on the development of the domestic energy storage industry.
In addition to the above requirements, the "Draft for Comments" also proposes that lithium-ion battery equipment rooms shall not be located in crowded places, and shall not be located inside or underground spaces of buildings that are inhabited or active. The lithium-ion battery equipment room should be arranged in a single layer, and a prefabricated cabin should be used. In the station-type lithium-ion battery equipment room, the battery capacity of a single fire compartment should not exceed 6MW·h; when it exceeds 6MW·h, a fixed automatic fire extinguishing system should be installed indoors.
Prevent hydrogen system explosion accidents
The "Daily Economic News" reporter also noted that the "Draft for Comments" released this time also focused on preventing hydrogen system explosion accidents.
The "Draft for Comments" proposes that when the generator is operated with hydrogen cooling, the pipeline for replacing the air must be isolated and tightly blocked. When the pipes, valves or other equipment for hydrogen production and supply are frozen, use steam or hot water to freeze, and it is forbidden to bake with fire.
The purity of hydrogen in the hydrogen cooling system must not be less than 96%, and the oxygen content should not be greater than 1.2%; in the hydrogen production equipment, the hydrogen content of the gas should not be less than 99.5%, and the oxygen content should not exceed 0.5%. If the standard cannot be met, it should be dealt with immediately until it is qualified.
The "Draft for Comments" pointed out that it is necessary to prevent explosion accidents of pressure vessels such as hydrogen tanks; the hydrogen production station should use a pressure regulator with reliable performance, and install a liquid level difference over-limit interlock protection device, a hydrogen side hydrogen purity meter, and an on-line hydrogen Oxygen content, online oxygen and hydrogen content monitoring instrument to prevent explosion of hydrogen production equipment system.
